GIS Seminar: Using GIS to Evaluate Planned Unit Developments and Housing Outcomes (Opens in new tab/window)

Planned Unit Developments (PUDs) are widely used as flexible zoning tools intended to encourage innovative design and affordable housing. In this presentation on "Using GIS to Evaluate Planned Unit Developments and Housing Outcomes," Tabassum Zaman will demonstrate how GIS can be used to analyze the spatial distribution and development outcomes of PUDs in West Des Moines, Iowa.
Using housing as the spatial unit of analysis, spatial hedonic models estimate the price effects associated with PUD zoning while controlling for building attributes and neighborhood socioeconomic characteristics. Results indicate a statistically significant housing price premium of approximately 1.7% for properties located within PUD districts compared to conventional residential zones, suggesting that zoning flexibility does not always perform as expected to contribute to the housing affordability issue. GIS-based analysis of this kind can help planners and policymakers critically evaluate zoning tools and better align zoning decisions with equity and affordability goals.
Zaman holds a Master of Community and Regional Planning from Iowa State University with a research focus on zoning and housing policy. Her academic work emphasizes spatial analysis using GIS and statistical methods to examine housing affordability and development outcomes. During her graduate program, she completed summer internships with the Iowa Department of Transportation and with Data Science for the Public Good, where she worked on applied, policy-relevant data projects. She is currently working with a city assessor’s office as a data collector on housing, supporting data-driven analysis of residential properties and valuation.

Our State's Surprising Past: A New History of Iowa (Opens in new tab/window)

This lecture will introduce the audience to three extraordinary people from Iowa history. These include a Civil War soldier who escaped from three Confederate POW camps, a female temperance lecturer who was one of the most well-known women in late 19th Century Iowa, and a civil rights leader and World War One veteran who faced down the Klan. It will also review some of the main themes from A New History of Iowa.Jeff Bremer is a professor of history at Iowa State University. He teaches Iowa history and nineteenth-century American history and is coordinator of ISU’s history education program. Bremer is the author of two books: A Store Almost in Sight: The Economic Transformation of Missouri from the Louisiana Purchase to the Civil War and a book with a much shorter title, A New History of Iowa. He is currently writing Des Moines: A Concise History for Indiana University Press and has started research on his fourth book, Civil War Iowa. Bremer has been a Fulbright Scholar in China and Poland. In 2024 he won a LAS Outstanding Achievement in Teaching award.
The University Book Store will be onsite selling Bremer's books at the event.

Speakers: Dr. Farnaz Abdollahi and Benjamin Schmitt
Dr. Farnaz Abdollahi is a Data Scientist at Intel Corporation, where she leads data engineering and analytics initiatives serving thousands of customers and developers. She previously worked as a Research Scientist at Intel and as a Postdoctoral Fellow at Northwestern University and the Rehabilitation Institute of Chicago, focusing on human–machine interaction and assistive technologies. Dr. Abdollahi earned her Ph.D. in Bioengineering from the University of Illinois Chicago, with research in neural engineering and telerehabilitation. She is currently the Chair of IEEE Women in Engineering (WIE) Chicago Section and is recognized for her leadership in promoting diversity and innovation in science and engineering.Brian Schmitt is the Chief Information Security Officer at Mary Greeley Medical Center, where he leads cybersecurity strategy and data protection initiatives. With over two decades of experience in information technology and security, he has held leadership roles including Vice President of Product and Information Security at Dwolla and Global Director of IT Security and Compliance at Danfoss. His work has focused on advancing secure digital systems and fostering innovation in technology management. Brian has also collaborated with organizations such as the Bill & Melinda Gates Foundation and is passionate about bridging technology, leadership, and global collaboration to drive meaningful impact.
